در سال۲۰۱۸، دست اندر کاران برگزاری روز جهانی ایمنی و بهداشت کار و دست اندر کاران برگزاری روز جهانی مبارزه با کار کودکان (WDACL) در یک کمپین مشترک برای بهبود ایمنی و سلامت کارگران جوان و پایان دادن به کار کودکان شرکت می کنند.

This year, the World Day for Safety and Health at Work (SafeDay) and the World Day Against Child Labour (WDACL) are coming together in a joint campaign to improve the safety and health of young workers and end child labour.
The campaign aims to accelerate action to achieve Sustainable Development Goal (SDG) target 8.8 of safe and secure working environments for all workers by 2030 and SDG target 8.7 of ending all forms of child labour by 2025. Achieving these goals for the benefit of the next generation of the global workforce requires a concerted and integrated approach to eliminating child labour and promoting a culture of prevention on occupational safety health (OSH). There are 541 million young workers (15-24 years old) globally. They account for more than 15 per cent of the world’s labour force and suffer up to a 40 per cent higher rate of non-fatal occupational injuries than adult workers older than 25. They include 37 million 15-17 year olds in hazardous child labour. Many factors can increase youth vulnerability to OSH risks, such as their physical and psychological stage of development, lack of work experience and lack of training, limited awareness of work-related hazards and a lack of bargaining power that can lead young workers to accept dangerous tasks or jobs with poor working conditions. The 2018 SafeDay campaign highlights the critical importance of addressing these challenges and improving safety and health for young workers, not only to promote decent youth employment, but also to link these efforts to combat hazardous – and all other forms of – child labour.

کمپین سازمان بین المللی کار برای روز جهانی ایمنی و بهداشت حرفه ای ۲۰۱۷ بر روی نیاز حیاتی کشورها جهت بهبود ظرفیت شان در زمینه گردآوری و بهره گیری داده های ایمنی و بهداشت حرفه ای قابل اعتماد ، تمرکز دارد.
دستور کار ۲۰۳۰ سازمان ملل متحد در خصوص توسعه پایدار که در تاریخ ۲۵ سپتامبر ۲۰۱۵ به تصویب رسید شامل برنامه جهانی اقدام با اهداف خاص برای پایان دادن به فقر، حفاظت از کره زمین، و حصول اطمینان از رفاه برای همه است. با تصویب آن، ظرفیت جمع آوری و استفاده از داده های ایمنی و بهداشت حرفه ای قابل اعتماد نیز برای کشورها به یک نیاز ضروری تبدیل شده تا تعهد خود را در زمینه پیاده سازی و انتشار برخی از ۱۷ هدف دستور کار توسعه پایدار و مقاصد آن انجام دهند.
هدف هشتم توسعه پایدار ، به ویژه، زمینه را برای ترویج “رشد فراگیر و پایدار اقتصادی، اشتغال کامل و مولد و کار مناسب برای همه” فراهم می کند و هدف ۸٫۸ آن بر روی “حمایت از حقوق کارگران و ارتقاء محیط های کاری امن و ایمن برای همه کارگران، از جمله کارگران مهاجر، به ویژه زنان مهاجران و افراد شاغل در مشاغل مخاطره آمیز ” تمرکز دارد. برای هدف ۸٫۸ از کشورها گزارش شاخصهای زیر مطالبه خواهد شد:” نرخ فراوانی صدمات شغلی منجر به فوت و غیر کشنده، جنس و موقعیت مهاجر “.
کنوانسیون های متعدد ایمنی و بهداشت حرفه ای سازمان بین المللی کار که به تصویب کشورهای عضو رسیده است نیز به ایجاد مکانیسم هایی برای گردآوری و بهره گیری از داده های ایمنی و بهداشت حرفه ای قابل اعتماد برای پیشگیری تاکید دارد. این ابزار سازمان بین المللی کار تصدیق می کند که گرد آوری و استفاده از داده های ایمنی و بهداشت حرفه ای قابل اعتماد برای تشخیص خطرات جدید و خطرات در حال ظهور ، شناسایی بخش های خطرناک، توسعه اقدامات پیشگیرانه، و همچنین اجرای سیاست ها، سیستم ها و برنامه های بین المللی ، ملی و سطوح سرمایه گذاری ضروریست. اطلاعات ایمنی و بهداشت حرفه ای مبنایی برای تعیین اولویت و اندازه گیری پیشرفت است.
برای حمایت از کشورهای عضو در بهبود ظرفیت جمع آوری و استفاده از داده های ایمنی و بهداشت حرفه ای قابل اعتماد، سازمان بین المللی کار اقدام به تهیه یک جعبه ابزار با منابع مربوطه و مجموعه ای از برگه های اطلاعاتی نموده است.
سازمان بین المللی کار از این فرصت برای کار با کشورهای عضو، شرکای اجتماعی و سایر طرف های ذینفع به منظور رویارویی با چالش داده های ایمنی و بهداشت حرفه ای و انجام تعهدشان در اجرای اهداف دستورکار ۲۰۳۰ توسعه پایدار و تحت کنوانسیون های سازمان بین المللی کار، استقبال می کند.
The ILO’s campaign for the 2017 World Day for Safety and Health at Work focuses on the critical need for countries to improve their capacity to collect and utilize reliable occupational safety and health (OSH) data.
The United Nations 2030 Agenda for Sustainable Development adopted on September 25, 2015 encompasses a global plan of action with specific targets to end poverty, protect the planet, and ensure prosperity for all. With its adoption, the capacity to collect and utilize reliable OSH data has also become indispensable for countries to fulfil their commitment to implement and report on some of the agenda’s 17 sustainable development goals and their targets.
Sustainable Development Goal 8, in particular, provides for the promotion of “inclusive and sustainable economic growth, full and productive employment and decent work for all” and its Target 8.8 focuses on the “protection of labour rights and promotion of safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment.” For Target 8.8 countries are asked to report on the following indicator: “Frequency rates of fatal and non-fatal occupational injuries, by sex and migrant status”.
Multiple ILO OSH conventions also require ratifying member States to establish mechanisms to collect and utilize reliable OSH data for prevention purposes. These ILO instruments recognize that the collection and utilization of reliable OSH data are indispensable for the detection of new hazards and emerging risks, the identification of hazardous sectors, the development of preventive measures, as well as the implementation of policies, systems and programmes at international, national and enterprise levels. OSH data provide the basis for setting priorities and measuring progress.
To support member States in the improvement of their capacity to collect and utilize reliable OSH data, the ILO produced a Toolbox with relevant resources and a set of fact sheets
The ILO welcomes the opportunity to work with member States, social partners and other interested parties to face this OSH data challenge and meet their commitment on the implementation of the objectives of the 2030 Sustainable Development Agenda and their obligations under ILO conventions.
